Job Summary: RYSE is seeking a committed and values‑aligned Outreach Program
Manager to guide and strengthen our Street Outreach Program, which supports youth in
Hawaiʻi who are experiencing —or are at risk of—homelessness, exploitation, trauma,
or system involvement. This position plays a critical role in ensuring that RYSE’s
outreach efforts embody our core principles of harm reduction, trauma‑informed care,
cultural connectedness, and youth‑centered engagement.
The Outreach Program Manager leads a dedicated team responsible for meeting youth
where they are, building trust, elevating youth voice, and connecting them to safe,
healing, identity‑affirming support. This role requires strong leadership, high standards
for documentation and data quality, and deep commitment to serving Hawaiʻi’s youth
with compassion and cultural humility.
Job Responsibilities:
Program Leadership & Quality Assurance
- Lead, enhance, and evaluate RYSE’s trauma‑informed, harm‑reduction‑based
Outreach Program to ensure it reflects RYSE’s mission and youth development
philosophy. - Ensure staff maintain a deep understanding of issues impacting houseless and
high‑risk youth—including trauma, cultural identity, substance use, and crisis
response. - Conduct regular quality‑assurance reviews of outreach practices, documentation,
and data systems to maintain consistency, accuracy, and alignment with RYSE
standards. - Master a variety of electronic reporting systems as required by contractual
agreement.

Personnel Management & Staff Development - Recruit, onboard, and supervise outreach staff, interns, and volunteers with an
emphasis on team cohesion, professional growth, and reflective supervision. - Provide consistent coaching and performance guidance, modeling RYSE’s
commitment to compassion, accountability, and youth‑driven practice. - Coordinate team meetings, skill‑building sessions, and ongoing training centered
on harm reduction, trauma‑informed care, cultural practices, and
community‑based engagement.
Compliance, Documentation & Data Quality - Maintain and update program procedures to ensure alignment with RYSE
policies, state regulations, federal requirements, and best practices in
youth‑serving outreach. - Ensure all staff uphold strong ethical standards, high accountability, and rigorous
documentation expectations. - Oversee accurate, timely HMIS/Clarity data entry, reporting, and quality
improvement efforts. - Ensure timely Med Quest billing and required documentation.
- Work in conjunction with various Program Managers and Directors to ensure
accurate grant funding reporting as scheduled by grantors.
Community Partnerships & Systems Coordination - Build and sustain meaningful partnerships with shelters, social‑service agencies,
schools, law enforcement, healthcare providers, and other community
organizations to support coordinated care for youth. - Represent RYSE in collaborative spaces, community coalitions, and
funder‑required meetings, uplifting youth needs and RYSE’s mission. - Oversee referral pathways and warm handoffs to ensure youth experience
seamless, supportive transitions into services. - Work in collaboration with Shelter staff to place youth into emergency and
transitional care.
Program Operations - Participate in supervision, team meetings, and ongoing professional development
required by RYSE. - Manage and maintain program billing (e.g., CIS, Med‑QUEST) when applicable.
- Provide field guidance and support to outreach staff, modeling safety, cultural
respect, and youth‑centered engagement during street‑based activities.
Required Qualifications:
Revised 3/27/26 - Strong knowledge of harm reduction, trauma‑informed care, cultural humility, and
crisis de‑escalation practices. - Excellent communication, organization, teamwork, and interpersonal skills.
- Proficiency in Microsoft Office and database systems.
- Reliable vehicle, valid driver’s license, and willingness to drive for outreach and
community engagement. - Will require occasional availability in the evening and weekends for community
engagement and crisis response. - CPR/First Aid certification or willingness to obtain.
Preferred Qualifications - Supervisory or leadership experience within youth services, houselessness
programs, or related fields. - Experience working within grant‑funded programs and meeting programmatic or
data‑reporting requirements. - Familiarity with Hawaiʻi’s youth services and social‑services landscape, including
local cultural practices, community networks, and partner agencies.
Educational Requirements: - Bachelor’s degree in a related field OR Three (3) years of direct experience
working with youth experiencing homelessness, trauma, behavioral health
challenges, or system involvement.
Physical Demands & Work Environment
This position involves engaging with diverse communities, participating in site visits, and

site evaluations may be required. Standard office responsibilities include document
preparation, computer use, and phone communication.
