Job Summary: Oversees the Behavioral Health program, directly managing the BH Care Coordinators (assigns and manages caseload ratios) in delivery of clinical services at RYSE. Provides evidence-based clinical BH training to all staff, individual and team supervision of BH Care Coordinators, organizes and participates in clinical case conferencing and interdisciplinary care team meetings as needed or requested by BH staff. Reviews and signs off on BH assessments and individualized treatment plans. Guides and supervises BH Care Coordinators in individual and/or group therapy with RYSE residents. Provides intra-agency case consultation and clinical intervention to BH case managers and other RYSE staff as needed.

Analyzes incident reports and conducts root cause analysis, guiding staff on any policy changes or improvements based upon analysis. Meets regularly with Psychiatrist or BH Prescriber in clinical consultation, as well as with other RYSE intra-agency program leads for comprehensive treatment planning of individuals served. Provides input to develop current, and potential future BH contracts and operations, including BH policies and procedures, and ensuring fidelity to contractual requirements. Ensures HIPAA practices and BH billing/record keeping/ reporting on residents as mandated by contracts.

Job Responsibilities:

  • Assign caseloads for BH Coordinators
  • BH Trainings (across disciplines)
  • Clinical case conferences and Interdisciplinary Team Conferences (IDT)
  • Clinical Supervision of staff
  • Quality Assurance (internal audit)
  • Review and approval of initial BH assessments and BH treatment plans
  • Incident reports/root cause analysis
  • Clinical Evidence-Based Policies and Procedures
  • CARF Prep
  • Develop and maintain current processes through written department procedures
  • Crisis stabilization as needed
  • Individual therapy as needed (small caseload of higher acuity youth)

Required Qualifications:

  • Holds a current clinical license in good standing as a QMHP in State of Hawaii.
  • Able to independently contract and bill Medicaid and Medicare insurance as a BH provider.
  • 3-5 years of clinical field experience in direct service treating an array of behavioral health diagnoses including but not limited to: mood disorders, PTSD, serious and persistent mental illness, substance use disorders, anxiety disorders. 
  • Working knowledge of the behavioral health landscape of community providers and systems within the State of Hawaii.
  • Direct work with young adults and houseless individuals in the state of Hawaii is preferred, CSAC preferred.

Educational Requirements:

  • Master’s Degree in social work/counseling or related field
  • Current clinical licensure as a QMHP in the State of Hawaii

While primarily office-based, occasional fieldwork, community meetings, and housing site evaluations may be required. Standard office responsibilities include document preparation, computer use, and phone communication.
